ICT, who are two points above the relegation play-off place, had the bulk of the chances but were denied by the woodwork and some fine saves from Kevin Dabrowski.
The only goal came in 49 minutes when Lewis Vaughan scored for Ian Murray's men - the result means Dundee United cannot now be crowned champions tomorrow.
